That makes sense when you take into account how Quickness "increases attack and action speeds" instead of "reducing attack and action times".
Just like with Alacrity, gaining and losing Quickness will affect cast times already in progress, and that would be very tricky programmatically to implement if something that hasn't happened yet has to be reduced over time.
